Rell Proposing Deep Cuts

Rell’s budget proposal comes after Democrats have started pushing for an amendment to be passed requiring the comptroller to estimate the size of deficits should the governor and legislature not be able to agree. Rell’s proposal has many deep cuts. You can read the entire proposal here (PDF).

Among the cuts:

  • Closing the Norwalk, Derby and Manchester courthouses, and the Putnam JD court
  • Reducing overtime for the Department of Public Safety
  • Eliminating funding for the Jobs First Employment Services program (the governor calls into question the efficacy of the program, and states that it hasn’t met goals)
  • Elimination of 200 seasonal employees in state parks
  • Suspending much of the state’s marketing funds, including funds for regional tourism districts
  • Closing the J.M. Wright Technical High School and the Bristol Technical Education Center
  • Suspending funding for the State-Wide Digital Library, a diverse collection of online resources and databases
  • Closing the Riverview Children’s Hospital in Middletown

The budget does not increase taxes or reduce aid to towns.

    You can keep on trying out all of Dannel’s tag lines for 2010 … but the fact: STILL REMAINS (sorry, can’t do italics on a hand-held) that the majority Dems don’t have the votes and don’t have the sack to pass the budget they wrote themselves.

    And your boy Danny didn’t have the sack to endorse it — or disavow it — when asked straight up.

    Even Mayor Forehead gave a straight answer: Yes, he’d vote for $3.5 BILLION in new taxes.

    But your man? Weasel words — because, like the feckless Senate Dems like Duff and McDonald, he’s from Fairfield County … and he’s essentially chickens*t.

  11. Well, seeing as the Democrats in the state Senate voted AGAINST their own budget last night, I’d say their heart really isn’t in that $3.3 billion tax increase and 30% corporate tax. Unless they get cover from Her Excellency.

  14. I’m not really keen on Keno. But I look at lottery gambling as basically a tax on people who can’t do math.

    I do know that jacking up taxes under the Democrat plan on struggling businesses will cost jobs in this state. I do know that raising income taxes on people who might just as well relocate their residency so they pay nothing won’t do the job either.

    And legislative Democrats know that too. That’s why they voted against their own budget proposal last night.

    The Governor has yet to propose a balanced budget, violating her constitutionally mandated responsibility to do so. Instead, she is playing a game of chicken with the Legislature.

    5 months the Democrat majority has been sitting with the Governors proposed “irresponsible” budget. The super majority could have approved it or submitted their own. What did they do after 5 months? Call for a special session. Now, that’s some leadership!

    Indefensible, and possibly illegal. What if it turned out that this would effectively violate our compact with the casinos? You would think that the Governor had obtained authoritative advice in the form of a legal opinion from the Attorney General before putting this (otherwise ridiculous) proposal forward – she’s had since February.

    Jack, I believe that is what is called “an inconvenient truth”……

    While the last survivor of the Titanic died the other day it seems the incompetent gene pool of those who were running that ship live on quite strongly in Donovan and Williams and their hapless General assembly crew. At least our governor is noticing and is concerned about the iceberg. Donovan and Williams seem to think it’s a good idea to not just claim to see it, be to do all they can to hit it at full speed as well.

    I will with great pain concede the keno proposal but, that does not give cover to a super majority that has that has been derelict in the duties to submit present a budget to the Governor. Your argument is that the Governors proposal was dishonest. Fine. Where’s the Democrats proposal?

    Come on Chris, stop making excuses for the super majority and hold them accountable. I’m sure you pay taxes and care about our state just like I do

  37. It is refreshing to see that Don Williams and Speaker Donovan still have their apologists properly deployed here.

    I find it personally pointless to once again engage in the debate as to whom is more at fault; the governor or the legislative Democrats.

    Instead, I will offer this: as to whom the public blames, a quick review of the recent Q Poll would say that decision has been made.

    So I can tell you as a partisan Republican, I am pleased to see the Democratic majority continue down the path they have chosen, because it is a destructive one for them. Sadly the public must suffer for it, but then again, they voted these imbeciles into office.

    One must acknowledge… the leadership of that party in the General Assembly is unusually inept and incompetent.

    Wow – Blumenthal thinks having Keno violates the compact, but forcing the casinos to go smokeless is perfectly legal and something he will fight ’til the death over? All legalized Keno would do is guarantee that it is played at both casinos. Blumenthal needs a third side of his mouth, because talking out of the two he currently has is not doing the job.
